Coldwell Banker Patriot Realty is the exclusive marketing agent for the residential building sites for sale in Junction City. Lots are $5000 each. Most subdivisions with lots available have signs erected at the entrance to the subdivision. The Junction City Land Bank is offering 3 different rebates for lot purchases. Read below to learn more about the land bank rebates, the website where you can find the available lots, the special assessment abatement, how to submit an offer and frequently asked questions.

Rebate System

Rebate 1: Construction Rebate The Land Bank offers a rebate on lots purchased through the Land Bank. If a buyer (individual or married couple) purchases more than one lot that are contiguous/adjacent, then the rebate shall only be applied to one of the lots. A developer may obtain a rebate for each residence or other building built upon a lot(s).

a. Build home AND obtain Certificate of Occupancy within one year (12 months) of closing: The Land Bank will give a rebate of $4,000 to the buyer.

b. Build home AND obtain Certificate of Occupancy within two years (24 months) of closing: The Land Bank will give a rebate of $3,000 to the buyer.

Rebate 2: Electric Utility Refund The Land Bank offers a refund of up to $4,000 per lot if the property does not have full utilities servicing the buyer’s lots.

a. Upon extension of full utility service to the lots, then the buyer shall be eligible for a rebate of up to a maximum $4,000 per lot but is limited to actual cost of utility extension if the value/cost is lower than $4,000 per lot.

b. To receive a refund, buyer must provide a receipt or invoice from the utility company.

c. “Full utilities” for the purpose of this refund only pertains to electric utility and no other utilities or other services


Rebate 3: Developers and Contractors Pricing If developers or contractors are the buyer, then they may purchase five (5) or more lots at a price of $2,500 per lot.

a. To qualify as a developer or contractor for this pricing, then they or an agent of their organization must be a licensed contractor under the Ordinances of the City of Junction City, Kansas including but not limited to Chapter 580.

b. Developers or Contractors may quality for this pricing. In addition, they may be eligible for up to a $1,500 refund per lot under the same process as listed in III.

Ineligible for Rebate: If a buyer purchases a lot(s) for a price less than $5,000 per lot or utilizes the Refund or Pricing offered in Rebate 2 or 3, then buyer is ineligible for the Rebate based upon construction in Rebate 1.

Special Assessments

The special assessments associated with the original improvements to the land have been abated. Buyers should be aware that lots that do not have a water service meter installed at the house will be assessed annual fee along with the ad valorem taxes that pays for storm water fees. The approximate cost of the assessment is $40 to $50 per year per lot.

How to Submit an Offer

Offers are submitted through a real estate agent. As the listing agency, Coldwell Banker Patriot Realty submits all offers to the land bank representatives. The land bank itself reserves the right not to place unacceptable offers on the land bank agenda. The real estate agency and its agents do not make decisions about offer acceptance or rejection.

Building Lot FAQ

  1. Buyers should be sure to verify with the appropriate service providers the existence of all utility services (electric, gas, water, sewer) for the lots.

  2. Buyers should contact the Geary County Planning and Zoning Office at (785)530-5399 to be sure the buyer's intended purpose for the lot is suitable and allowed by code prior to submitting an offer.

  3. Buyers should be aware that the buyers are responsible for maintaining the property after closing.

  4. The city will not mow or remove debris from the lot prior to closing.

  5. There is currently no requirement to build on a lot.

  6. The land bank will not sell a lot behind another lot or house. The land bank also discourages the purchase of multiple lots with frontage on 3 different streets.

  7. The purchase of more than 1 lot is generally acceptable. The land bank wants the lots side by side and not behind each other on 2 different streets or on corners that encompass 3 streets.

  8. Land Bank meetings take place on the 1st and 3rd Tuesday evenings each month prior to the city commission meeting. Offers must be received by the land bank on Thursday prior to the land bank meeting--subject to Friday and Monday holiday schedules which could delay the consideration until the following meeting. Submitting an offer on the Wednesday prior to the bank meeting or earlier creates a better opportunity for the offer to be placed on the following week's agenda.

  9. After an offer has been accepted, it must be published in a local periodical which usually takes place within 5-7 days. As per state law, the bank must wait 30 days after the publication has taken place before conveying the deed to the buyer.

  10. The land bank does not pay customary title company fees. All title fees and other fees are the responsibility of the buyer.
